These climatic anomalies caused a dramatic reduction in the food supply, especially in the vital grain harvests. King Louis XVI and his ministers were largely ineffective in addressing the immediate needs of the people. The government, which was already burdened by war debts and an inefficient taxation system, failed to ensure that food distribution was prioritized.
